DJj123dj 03982f644e MAJOR: Full rewrite of slash cmd loading system 
The system of detecting, comparing & registering slash cmds has been rewritten and updated for future compatibility. This will break all current plugins (so please wait until they are updated)

=> Increased speed
=> All cmd params are now used when comparing
=> Future compability & removed deprecated functions
=> New universal utility interfaces for slash commands
=> And more!

The bot will now only re-compile when the plugins or source code changes. (computed using a hash)

This reduces the average startup time by 50%.

Plugins are now able to use import path shortcuts to import all API classes, utilities and the openticket globals. You can now import everything from "#opendiscord" instead of "../../src/index"
