MAJOR: Full rewrite of slash cmd loading system

The system of detecting, comparing & registering slash cmds has been rewritten and updated for future compatibility. This will break all current plugins (so please wait until they are updated)
=> Increased speed
=> All cmd params are now used when comparing
=> Future compability & removed deprecated functions
=> New universal utility interfaces for slash commands

Fixed stats not displaying with SQLite plugin
...
Lot's of stats were hidden in the embed when using the ot-sqlite-database plugin. This was caused by a recent API breaking-change that made everything async.
The problem wasn't related to the plugin itself, but the Open Ticket api. Updating the plugin is not required.
