chore: update Docker setup

- Replace lowercase dockerfile with proper Dockerfile
- Add .dockerignore for cleaner builds
- Add build.sh script
- Update docker-compose.yml: separate volumes for config, database, plugins; set restart policy to unless-stopped; remove deprecated version field
